Accounts which are over a certain age and that have a certain number of edits are automatically promoted to the "autoconfirmed" group. Autoconfirmed users may move pages and edit semi-protected pages. Their edits are not subject to moderation. They can send messages to other users. They are no longer required to enter a CAPTCHA to perform edits and other certain actions.
