Facts
The refined sugar in the United States was under a monopoly, and the Congress wanted to pass legislation to set aside the instruments which created the monopoly.

Rule
Although the power to regulate commerce is independent of the power to suppress a monopoly, it may operate in repression of monopoly whenever the transaction is itself a monopoly of commerce.
