The President signed into law the Balanced Budget
Whether the assignment by Congress to the Comptroller General of the United States of certain functions under the Balanced Budget and Emergency Deficit Control Act of 1985 violates the separation of powers doctrine.
The constitution does not permit such intrusion.
Congress cannot grant Executive power to the Comptroller to curb spending after it has already been passed.
