This template is used to both categorize the MPEP Chapter Outlines and navigate the MPEP chapters.
usage: add this template at the top of an MPEP Chapter Outline by inserting
"{{MPEP Chapter|prev|next}}" where
prev = previous chapter number
next = next chapter number
leave blank if no next or previous chapter.
example (if you are adding this template to MPEP 100):
"{{MPEP Chapter||200}}"
