This template is used to both categorize the MPEP outlines and navigate each MPEP chapter.
usage: add this template at the top of an MPEP Chapter Outline by inserting
"{{MPEP Chapter|prev|next}}" where
prev = previous chapter number
next = next chapter number
leave blank if no next or previous chapter:
"{{MPEP Chapter||next}}"
