For this template, the first variable ({{{1}}}) indicates the type of law that the cases discuss. It should match the page name for the general outline of that subject matter.
The second, optional, variable ({{{2}}}) is an alias of the subject matter if slightly different than the outline name (e.g., adding "the" before "First Amendment").
