Professor Bloch testified during the Bill Clinton impeachment proceedings before the House Judiciary Committee.[1] There, she was asked: "What is an impeachable offense?" Her answer was that "The Constitution is quite simple. It says the president or other officers shall be impeached for treason, bribery, or other high crimes or misdemeanors, misdemeanors does not something like jaywalking. they are serious abuses of office, it doesn't get much worse than treason."[1]
